At their meeting on May 19 the San Fernando City Council unanimously approved the selection of a consultant team led by Sargent Town Planning (STP) to assist the City in preparing a Transit-Oriented Development (TOD) Overlay Zone for much of their downtown,with a focus on promoting mixed-use neig

hborhood development and housing within walking distance of the Sylmar/San Fernando Metrolink commuter rail station. Funding for this work is provided by the Los Angeles County Metropolitan Transportation Authority (Metro) as part of their grant program for cities along major transportation corridors to help develop more sustatinable, transit-supportive land use and development patterns. STP is currently completing new TOD Zoning for the City of Lancaster's downtown neighborhoods and Metrolink station area under a previous Metro grant.

The STP team includes frequent collaborators Raimi + Associates, who will provide support with policy updates, general plan amendments and public outreach, and Meridian Consultants who will prepare a Program Environmental Impact Report (PEIR). The team also includes multi-modal transportation experts Nelson/Nyggard Consulting Associates and Gibson Transportation Consulting to assist the team in rebalancing transportation modes to favor pedestrians, bicyclists and transit, and Metropolitan Research + Economics who will help craft market-based development strategies.

On April 24 the Palm Desert City Council unanimously approved the selection of a consultant team led by Raimi + Associates with Sargent Town Planning to assist the City in updating their General Plan, and in preparing Highway 111 Corridor Plan for the Palm Desert segment of the historic Grapefruit Highway.

Raimi + Associates - a Berkeley-based planning firm with whom Sargent Town Planning share offices in Los Angeles and Berkeley- specializes in preparing general plans, with an strong focus on community health, sustainable neighborhoods, and social equity.

Sargent Town Planning will support the general plan update effort with urban analysis, design concepts, visualizations and recommendations. STP will lead the preparation of a community-based vision plan and new development standards and guidelines for the Highway 111 Corridor, focusing on strategies for better integrating it with adjoining neighborhoods and with the remarkable El Paseo shopping district just one block to the south.

Sargent Town Planning is honored to be part of the top-ranked consultant team for the City of Riverside's upcoming Smart Code Specific Plan project.

On March 13 David Sargent represented the firm as the the multi-disciplinary team - led by Opticos Design and principal Stefan Pellegrini - was interviewed by City's Evaluation Committee and presented its proposed project approach to over 40 community members. The City requested that the community members evaluate which of the two finalist teams they felt would be the best fit for Riverside, and by a large margin the community ranked the Opticos/Sargent team highest, calling the team approachable, honest, creative, organized, respectful, and thoughtful.

The International Downtown Association (IDA) – at their 2013 IDA World Congress and 59th Annual Conference, in New York City – presented the Pinnacle Award for Public Space to representatives of The BLVD Association and the City of Lancaster in recognition of The BLVD Transformation Project.

David Sargent was the project manager for the BLVD Transformation while a senior associate of Moule & Polyzoides.

On the evening of February 23, David Sargent and Ann Benson McGlone - the STP team's historic preservation consultant - delivered a public presentation of the Final Public Draft Design Guidelines at the Indian Hills Country Club in Mission Hills, which was warmly received by the community.

Following the presentation, the Planning Commission voted unanimously to recommend the Guidelines to the City Council for adoption, which occurred on March 6. Over the course of the year previous, Sargent Town Planning worked closely with the Planning Commission, Design Review Committee, staff and community of Mission Hills to prepare Guidelines that expand upon and clarify the design concepts of Comprehensive Plan and Zoning Ordinance, for application to new homes and improvements and expansions of existing homes in each of Mission Hills' several distinct neighborhood areas.

The Tehachapi City Council has adopted a new General Plan, based on over 6 years of community discussion and work, that reflects their vision of Tehachapi as a small mountain town and established a long-term frame physical and policy framework to guide and shape future growth.

The work began in 2005 when the City retained David Sargent to help them understand why new development seemed out of place, not reinforcing the existing and desired small town character. David and his town planning team at HDR prepared a vision plan and interim design guidelines, and recommended that the City's general plan be updated to reflect that clarified vision. In 2007 the City's retained Moule & Polyzoides - with whom Mr. Sargent was at that time a senior associate - to update of the general plan. The general plan update was led by senior associates Tony Perez and David Sargent.

International Boulevard with street improvements and mixed-use infill development

The American Planning Association has recognized the City of Oakland's  International Boulevard Transit-Oriented Development Plan with two awards.

 The Grassroots award reflects the interactive, community-based process that informed the Plan, which has subsequently been instrumental in the City's receiving a $1,000,000 Sustainable Communities grant funded by Proposition 84 revenues. The Plan was the result of the successful collaboration of planning lead Raimi + Associates, urban design lead Sargent Town Planning, public engagement lead Transform, the City of Oakland, and the residents of the neighborhoods all along this six mile stretch of International Boulevard.

The American Planning Association recognized the City of Paso Robles Gateway Plan and Design Standards with an Award of Excellence for Outstanding Planning.

David Sargent led the preparation of a vision plan and design standards for the “gateways” to Paso Robles, including rural both rural and freeway approaches.  Rather than focusing on gateway signage, the plan focuses on the nature of the various town environments as one enters from the 101 highway or from the surrounding countryside.  The work was initiated while David was a Town Planning Principal with HDR and completed while a senior associate with Moule & Polyzoides.
