As part of a large planning team, Sargent Town Planning led the conceptual neighborhood design work for this multi-neighborhood mixed use community master plan. Consistent with the City's Vision for a More Livable Community - co-written by Sargent Town Planning in 1995 - the plan defines that each neighborhood should have distinctive centers, edges, a pedestrian-oriented public realm, and regionally derived architecture.

Centered on a commercial and entertainment district at a major freeway interchange, the plan includes five predominantly residential neighborhoods, with elementary and secondary schools, neighborhood and community parks and play fields, and interconnected by pedestrian, bicycle, and transit networks to promote the health and sustainability of the community. Sargent Town Planning prepared standards for the pedestrian-oriented street network and a broad palette of residential and mixed-use building types, enabling a full spectrum of residential opportunities. In 2001, River Park received the "Gold Nugget Award" for Best Town Plan over 200 acres.
